Had my Passat serviced last week at 123850km and they found a similar issue. The mechanic discovered the exhaust flaps werent responding properly to the electronic signals. They initially suspected a full exhaust valve replacement would be needed. Turns out the flap actuator just needed proper cleaning and recalibration. There was some carbon buildup affecting the mechanism. No major engine performance issues occurred, but the exhaust noise was definitely more noticeable during cold starts. The repair was much cheaper than expected, 95€ for diagnosis, cleaning, and recalibration. Running perfectly quiet now, with no error codes showing up.
