The diagnosis confirmed a faulty brake actuator motor, similar to what was described. The repair cost came to 520€ including parts and labor. They had to completely remove the brake caliper to access and replace the electronic brake assembly. The vehicle safety inspection also revealed some corrosion around the brake sensor connections which they cleaned up during the repair. The whole job took about 5 hours but the electronic parking brake now works perfectly again. No more system glitches or warning lights on the dashboard.
