Interesting. What exactly is the actuator valve, and where is it located?

The actuator valve is part of the turbo system; it controls the turbo wastegate, opening and closing it to regulate the boost pressure. I'm no mechanic, but a boost leak can cause all those symptoms you mentioned. If it's the actuator valve, I'd recommend going to a workshop. They can test the turbo system and pinpoint the problem.

Just an update for you. Turns out it WAS the electrical bypass valve, like you suggested. Replaced it and the whistling and hissing are gone, power's back, and no more engine light! Cost me 250€ parts and labor. Thanks a bunch for pointing me in the right direction!

Sounds familiar! I had something similar happen with my Countryman. Check your turbo wastegate. It could be that the pressure sensor is faulty or the actuator valve is going bad. The wastegate controls boost pressure from the turbo system so if it's not working right, you'll definitely notice it.
