Just had my last service at 113082km and faced the same restraint system warning. The light was constant, not flickering. Had it scanned and turned out the passenger seat occupancy sensor was faulty, quite common on these Tourans. Total repair came to 280€ for the new sensor and programming. No issues since the replacement. Worth checking the connector underneath the seat first though, sometimes it just needs cleaning and reseating. The car safety systems on these are generally reliable, but sensors can act up around this mileage. If the basic checks dont fix it, best to get a proper diagnostic done at a shop that knows their way around VW airbag repair.

Had it cleaned and the SRS light actually cleared without needing the full sensor replacement that I had. Sometimes the simple fixes work best with these airbag system problems. Think I got lucky compared to your case where the occupancy sensor needed replacing.
