Got my washer system finally fixed last week. After reading the helpful responses here, I went to a different VW specialist who seemed more reasonable. Total cost was 220€, much better than the initial 400€ quote just for diagnostics. The mechanic found exactly what was described, corroded wiring near the washer pump and a bad relay. The hose connections were also cleaned out due to some sediment buildup. Took about 2.5 hours to complete everything. Both the windshield and headlight washer systems are now working perfectly. The malfunction warning disappeared completely. Really glad I shopped around for a second opinion instead of going with my regular shop. For anyone else with similar Xenon headlight washer issues, definitely worth getting multiple quotes. The repair was straightforward once properly diagnosed by someone who knew these systems well.
