After some tests, they found that the emergency battery was completely discharged, just like your suspicion. They had to change the emergency battery to make sure the emergency call system was functional again. It was quite a process, but it all worked out in the end. The good news is that the problem has since been solved. It's not exactly a small problem and you should definitely get it checked.
