Hey, Had a somewhat similar issue with my 2009 Volvo XC70 a while back. Turned out to be a busted cable. Now, my problem wasn’t with the headlight cleaning system but the symptoms were quite comparable to yours. Dealt with it on my own so no need for a mechanic. Just unhooked the old cable, installed a new one and voila! The system was up and running again. I wouldn't stress, it's not like it's some serious transmission or engine issue. So yup, may just be a cable break type of problem like mine was. Worth a shot to check it out, might save you a hassle with the mechanics. Good luck!
