If so, then it really seems like there is a problem with the mixture formation. A fouled lambda sensor could also greatly affect the mixture formation and therefore fuel consumption and cause black smoke. So, if the fuel pressure regulator is OK, please have the lambda sensor checked as well. Sometimes the problem is not just one broken part, but a combination of several small problems.
