Hey, I drive a Skoda Octavia, diesel, built in 2015 and had exactly the same problem at some point. Just like you, mine was constantly running hot. I found out that it was the thermostat. Somehow it stayed closed and the coolant wasn't circulating properly through the radiator. A known problem with these models, or so I was told. So, go to the mechanic and tell him to check the thermostat. I don't know if it has anything to do with the cooling air flap system, but in my case it was the thermostat. Hope I was able to help!
