Good news, since having my Passat GTE Hybrid serviced by the specialist, the emergency call system has worked flawlessly. The total repair cost came to 95€, which covered fixing a faulty cable connection to the control module. Much cheaper than I initially feared. The car safety warnings and call failure notifications disappeared completely after the system reset and repair. The technician explained that water damage had affected the telematics connections, but once properly dried and resealed, the issue was permanently resolved. Looking back, it was worth taking it to someone with proper diagnostic equipment rather than risking a misdiagnosis at a regular shop. The specialized tools they used identified the exact connection problem quickly, saving time and preventing unnecessary parts replacement.

Thanks everyone for the helpful replies. I finally got this sorted out properly. Took it to a certified electronics specialist who diagnosed the problem using proper diagnostic codes scanning. The telematics system needed a new control module due to water damage, similar to what others experienced. Total repair cost was 780€ including parts and labor. More than expected but worth it since the SOS signal and emergency call functions are now working perfectly. No more warning lights on the dash either. What really stood out was how thoroughly they explained the car safety system and showed me exactly where the water damage occurred. Much better experience than my previous mechanic who just kept resetting the errors without fixing the root cause. Been about 3 months now and everything works as it should. Really glad I went with a specialist instead of trying cheaper alternatives that might not have properly fixed the issue.
