Hello, I had a similar problem with my Peugeot 208 from 2000. Like yours, the heating/cooling didn't work properly and the mirror didn't defrost either. In my case, it was actually the water valve of the cooling circuit that was to blame and it was a problem with the cable connection and a plug, both of which were defective. So you are probably right in your assumption. So I first tried to disconnect the valve and reconnect it, but that didn't help. In the end, I had to go to a mechanic. He then replaced all the connections and plugs. This sounded like a major issue to me at first, but the mechanic said that it was actually a standard repair and fixed it in the workshop within a day.
