Hi, I had a similar problem with my 2013 Toyota Yaris. In my case, it was the control unit for the headlights that was faulty. It caused my headlights to constantly appear too high or too low. The indicator light also kept flashing. The mechanic said it was something serious as it could jeopardize my driving safety if it wasn't fixed.
