Cold start problem on Dacia Duster 1.5dci - Is it normal?

Hi all, I have a Dacia Duster 1.5dci that has problems with cold starts. Despite using engine heaters, it is almost impossible to start it at -15 degrees Celsius. At -12 degrees it starts after several attempts, but the engine does not run well at all. I have never had a car that is so bad at cold starts. Are all Dacia Duster 1.5dci this bad with cold starts, or is it just my car? The workshop finds no faults and at the last inspection no problems were reported. What could be the problem? I otherwise like this car very much, it suits me perfectly. Thanks for the help.

A 2015 Dacia Duster dCi diesel engine overheated due to a lack of oil. The damaged parts were replaced (repair kit, new turbo, everything was fitted), but now it won't start when cold. When the engine does start, it runs beautifully.
