Citroen C3 Failing MOT on Emissions - Need Advice!

I own a 2013 Citroen C3 with 194,000 km on the clock, and I'm facing a recurring issue where my car fails the MOT every year due to emissions. Each garage I visit suggests replacing the catalytic converter, but I'm not convinced that's the root cause. I mostly drive short distances, like going to the shop and back. The engine feels unsteady, but there's no engine management light on. What should I be looking into to resolve this issue? Any advice or similar experiences would be greatly appreciated!
