I have pulled the throttlebody off, cleaned it and lubricated it. Are there additional steps that I can take either through this app or with my multimeter to test the actuator?

As you manually open and close the throttle, the resistance should change smoothly. If it doesn't, the TPS might be faulty. However, this is a more advanced check and if you're not comfortable doing it, I'd recommend taking your car to a professional mechanic.
