As a BMW X4 (2011) owner, I had almost identical symptoms last year. The washer pump completely failed due to a corroded wire connection at the relay. Initially, I also thought it was linked to the headlight washers, but the main issue was much simpler. The mechanic found that water had seeped into the connector housing near the pump, causing corrosion at the terminals. They had to replace the wiring harness section and the pump relay.
