The mechanic confirmed the boost pressure problem and found a faulty actuator valve, exactly as you described. Total bill came to 290 Euro for parts and labor, which feels fair considering what I was charged last time for unrelated work. The turbo wastegate is working properly now and the whistling has completely stopped. Car feels like new again, way more responsive and fuel consumption is already dropping.
